Wsreset error "'ms-windows-store:PurgeCaches'"

Original Title: Issue with Windows Store.

Every time I attempt the reset for the store (Store and other apps routinely crash after the Win 8.1 update).  I receive the below error message:

All device drivers are up-to-date (and have not changed since when it did work)

Anti-Virus is the same as it was when everything worked (Norton AV)

I launched a command prompt with administrative rights and ran "wsreset.exe".  The screen flashes over to the store, then crashes back to the start screen.  When returning to the desktop, the following error is found:

I ran system file checker, with administrative rights, and it reported back with no issues:

    I've run these troubleshooters before but they just tell me the obvious.  I've run them again and attached the screenshots.

    I searched for the rootcauses error and found this thread which more or less describes my problem precisely but as you can see it's another unsolved mystery.

    Try running both of the utilities mentioned in this tutorial nadia. http://www.askvg.com/fix-windows-store-metro-apps-and-microsoft-account-related-problems-in-windows-8/ 

    It could well be the case that the problem lies with your account which is preventing you from accessing the store.

    This was one of the first thing Microsoft Tech tried, it didn't work :(

    OK.

    Try doing this.

    Log on to your computer with a local account. If you haven't got one, follow instructions in this tutorial to create one: http://www.techrepublic.com/blog/windows-and-office/quick-tip-change-microsoft-live-to-a-local-account-in-windows-81/

    After you log on with a local account, go to the Windows Store. It should open, but when you try to download something, you'll get the prompt to switch to a Microsoft account. Follow that and see if it allows you to download without producing any errors.

    I doubt it would have anything to do with that as the homegroup has been set up since I got the laptop and I'm the only person who does anything on the homegroup.  This problem started after I upgraded to Windows 8.1 upgrade (not the one from the store but the one after which was rolled out after as a normal update)
