Apologies for the long post - but the issue is really frustrating to the core.
I purchased an HP laptop 6 months back with Windows 8.
I upgraded to 8.1 a couple of months back. Initially I was using a Microsoft account; after a few days I switched to a Local account.
Since then I have not been able to download any applications from the store.
I face the following errors at different times:
I have tried several things several times. for e.g.
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
As in point 3 here, it may work once but thereafter problems start again.
5. Also tried the Windows Update troubleshooter, which fixed 2 problems - after which the Store worked a couple of times. But it started erroring again after a sleep.
Some problems that I see for sure:
The program WWAHost.exe version 6.3.9600.16384 stopped interacting with Windows and was closed. To see if more information about the problem is available, check the problem history in the Action Center control panel.

Any help will be appreciated. I do not want to switch to a Microsoft account. I would expect that with a local account also, I should be able to download applications with no hassles.

I reset TCP/IP however no effect.
Similarly tried runing Windows in Selective Startup by disabling services.
But windows store is not functional.
I m thinking the only way around is to reset the PC.
Will that cause a data loss?
Or will it only be the store apps that need to be installed again.
I cannot afford a data loss or reinstallation of regular Windows executables. I would need to reinstall a whole lot of stuff like VS.Net, SQL Server Express, Firefox, etc etc. - I am ok with reinstalling Store Apps.

Did you at any point create a System Image Vikas? This is an absolute lifesaver. The wheels fell off my own machine last night and I couldn't install any Windows Updates. I ran System Restore even using the Point created automatically on April 8, but still got the error you see in the screenshot.
After creating a Recovery disk this morning as a backup in case the System Image failed to resolve the issue, I ran that this afternoon. Fortunately, it worked and I can install Windows Updates again.
If you created one yourself, use that to restore to. The only stuff you'll lose is anything which was installed after the date the System Image was created on.
To run it, go to Change PC Settings | Recovery and then choose Advanced Startup. Here's a screenie.
When the machine reboots, click Troubleshoot, followed by Advanced Options and then Restore using a System Image.
Insert your external HD which has the WindowsImageBackup folder on it and then follow the prompts.
It'll save you a whole lot of heartache.

Hi Vikas,
Try resetting TCP/IP. To do that, open a Command Prompt (Admin) and then copy / paste the following command and hit Enter.:
Reboot the machine and then see if it makes any difference.

Although the article was written for Windows 8.0 it applies equally to 8.1

I had seen that link. What I am trying to say is that the connection I use is not even listed in there.
The connection I use is a mobile 3G connection (name-Reliance) - listed in Network Settings under Control Panel. I am not able to paste a screenshot here bcoz of limitations on the size of the message.
I don't receive any message when the connection approached 10GB. Actually, my bad, this is an unlimited connection - but the speed drops to 2G speeds after 10 GB is crossed. (which is as good as it not being there in the first place).
