Windows 8.1 will not download from the Store

When I attempt to download Windows 8.1 PRO from the store I get the below message:

Store

You need to use an account with Administrator privileges to install Windows 8.1 try logging in with the user account of an administrator of this PC and trying the upgrade again.

I am logged into an administrator account.  The account is in the administrators group and I can do other administrator functions with this account.  My system has 2 administrator accounts and neither one will work.  Is there a security policy I need to change to allow the upgrade?

Same issue: 

Brand new Windows 8 workstation - with 100% of the updates installed and rebooted.

spent hours enabling the local admin account, creating other profiles.. running windows updates.

finally it shows up in the store - but I can't seem to download it.

The store shows up with the 8.1 upgrade - but displays the error that you have to be an administrator to install.

I uninstalled the KBKB2871389  then I downloaded it manually and  manually installed it.

After rebooting  I was able to get the 8.1 to download and install it.

Very frustrated.

    I had this exact same problem, but managed to get it working!

    First I went to PC Setting...

    Then I switched my account from my Live account to a local account.

    I tried to go back to the store to download the Windows 8.1 Update, but it still said I needed administrator privileges.

    So I then switched my account back to my Live account, then went onto the store and the download worked fine!

    Windows is very weird...

    FYI:

    Support for Windows 8 ends on 12 January 2016. If Windows 8.1 isn't installed by then, your computer will NOT be offered any further updates OR the free upgrade to Windows 10.

    Hello,

    You got your screenshots and more than one hundred other people who reported the same problem.

    None of the recipes works for me here. I even managed to get two times "Cannot install because something happened. - Retry?" and then "You must be on administrator account."

    The critical KB2871389 mentioned in some replies seems to have been removed; it does not even install on my PC.

    What is the bottomline? Just try again and again, because of server overload at Microsoft's?

    Can you now try to help us better by giving some explanations and reliable procedures?

    I am stuck with the same problem. I would like to have an install file to download and execute.

    I tried the trick with KB2871389, but it did not help. Windows Update claims: "That does not apply to your PC."
