Windows 8.1 will not download from the Store

When I attempt to download Windows 8.1 PRO from the store I get the below message:

Store

You need to use an account with Administrator privileges to install Windows 8.1 try logging in with the user account of an administrator of this PC and trying the upgrade again.

I am logged into an administrator account.  The account is in the administrators group and I can do other administrator functions with this account.  My system has 2 administrator accounts and neither one will work.  Is there a security policy I need to change to allow the upgrade?

Same issue: 

Brand new Windows 8 workstation - with 100% of the updates installed and rebooted.

spent hours enabling the local admin account, creating other profiles.. running windows updates.

finally it shows up in the store - but I can't seem to download it.

The store shows up with the 8.1 upgrade - but displays the error that you have to be an administrator to install.

I uninstalled the KBKB2871389  then I downloaded it manually and  manually installed it.

After rebooting  I was able to get the 8.1 to download and install it.

Very frustrated.

    Hi, I can't download windows 8.1 it always says error when it hits 87% after saying preparing to restart. Any help please?

    I uninstalled the KBKB2871389  then I downloaded it manually and  manually installed it. 

    Download and re-install the update manually using the following link: Update is available that prepares Windows 8 and Windows RT-based computers for the update to Windows 8.1 and Windows 8.1 RT

    After rebooting  I was able to get the 8.1 to download and install it.

    Yah this method works for sure(100%) i had also try this when i was facing the same issue when updating windows 8.1.

    its usefull suggetion thanks to whom who resolve it and guided us .........

    Dell Inspiron 14 (Late 2013). Reinstalling KB2871389 ( https://support.microsoft.com/en-us/kb/2871389 )worked for me as well. 

    DETAILS and HOW I VERIFIEDTHIS

    3 laptops. All "reset" to OEM (Dell) defaults using built-in recovery partition. Windows 8 with KB2871389 already installed, still had to run Windows Update to get 8.1 to show in Store.

    First laptop upgrade to 8.1 without problem.

    Second laptop attached to WSUS (via registry, no Domain or Active Directory) to save on bandwidth. After all updates installed on Second, Window 8.1 update not availalbe in Store. Detached from WSUS (again via registry). Now Windows 8.1 update available. However, encountered "Administrator privileges" error. Removed KB2871389. Reboot. Install KB2871389. Reboot. Windows store 8.1 update clicked without error.

    Third laptop had power issues which were resolved today, if I encounter issues different from Second laptop I will post here again.

    Try this it worked for me

    Go to Control Panel --->

    select  Programs and Features,

    at the top left click  "View Installed Updates".  

    select any of them and then press ctrl+F  type in search box  KB2871389. select them and Uninstall it, if prompt to restart click on restart .

    Now, login  into account (that has admin privileges) .

    Go to setting, From settings choose change PC settings .

     click on "windows update"  .  Check for updates now and it will take a few minutes, but they will find one (KB2871389).  There is a message telling you that it will download automatically in a few days, but ignore that, click on the link for one important update, and choose install now (or some such thing).

    Login into your admin account, go to the store, choose the 8.1 update, and now, no admin problems.
