When running Windows Update I end up getting error code 80070422.

After running the Windows Update Troubleshooter, the problem persists even though the troubleshooter says it found problems with the windows update components and fixed them. In fact, upon repeatedly rerunning the troubleshooter, it continues to state the problems were found and fixed.

I then ran the microsoft Fixit program at support.microsoft.com/mats/windows_update and encounter the same behavior - namely, it finds problems with the windows update components and says they're now fixed, when in fact they're not.

Upon looking in the Windowsupdate.log file I see the following problem:
