Windows 7 - Windows Update problem. Error 80070422

When running Windows Update I end up getting error code 80070422.

After running the Windows Update Troubleshooter, the problem persists even though the troubleshooter says it found problems with the windows update components and fixed them. In fact, upon repeatedly rerunning the troubleshooter, it continues to state the problems were found and fixed.

I then ran the microsoft Fixit program at support.microsoft.com/mats/windows_update and encounter the same behavior - namely, it finds problems with the windows update components and says they're now fixed, when in fact they're not.

Upon looking in the Windowsupdate.log file I see the following problem:

    The reason my machine failed to update was that both the Windows Updates and Windows Modules Installer had been disabled I suspect malware and am running checks. 

    I was able to use Start Run and type MSCONFIG  -  A check of the services tab identified the un-ticked boxes.

    These have now been ticked and a cold boot carried out. 

    Machine running Windows 7 is currently installing 26 updates.

    windows module installer in services needs to be set to automatic.

    you sir are and effin lifesaver been at it for 2 hours and you solved my problem. Microsoft needs to pay you for this...

    The YouTube video, while not slickly made, does add an important fact:

    If fiddling with the settings of Windows Update doesn't work, then you have to go to Windows Modules Installer to accomplish the same thing as described in the Microsoft instructions, i.e. check to make sure it is on Automatic, not disabled, and Started.
