Clock on windows 8 is wrong time, i tried setting to internet time but its still wrong, think theres a time clock bug, anyone have same problem for windows 8 and know how to fix it?

I had this problem when I got my computer.  I tried the above first, but that failed.  Try clicking on the time in the lower right corner of your screen; a window should pop up and you should be able to set the correct time there.

    I've gone through these steps multiple times, restarted the computer after updating the settings and everything is correct EXCEPT the time. It is consistently 3 hours behind the timezone selected. Any suggestions for fixing this?
