What does the error code c101b000 represent?

I was getting this error code as I was attempting to install an application from the Marketplace. The application will download perfectly, but when it tries to install the application, it would continuously give me this same error code. This occurred on multiple application installation attempts, so I know it is not a problem with one specific application that I am attempting to install. I am completely lost on what in the world this might be. I need help here.

    Was not able to install WhatsApp update and threw the same error in subject and in ignorance I uninstalled my WhatsApp. Restarted the Phone but same issue. Now I am stuck.

    I had the same problem. After several tries I disabled "roaming" and "wi-fi". After doing this the download installed perfectly. Hope this helps.

    i disabled roaming anf WIFI and i have same error, doesent work...

    Same issue on Lumia 720 from Romania. It seems it is their problem.
