Let's get a little wayalong to the solution.

There is a configuration error with your BITS service.

Please COPY all the lines between the ++++++++ (but not the ++) and paste into a Notepad window.

Save the file as BITS.REG to your desktop.

Once saved, close Notepad.

right-click on the BITS.REG file you just saved, and select Merge from the options list.

You'll get a couple of warnings - accept them.

You should get a 'Success' message.

Reboot

now open an Elevated Command Prompt Window and COPY AND PASTE the following commands

NET START BITS

SC QC BITS

SC QUERYEX BITS

post the results.

    KB2538243 is a replacement for KB2467174

    http://support.microsoft.com/kb/2538243

Select Start, Control Panel, Programs and Features, View Installed Updates and check whether KB2467174 is listed. I would remove KB2467174 and try downloading and installing KB2538243:

    http://www.microsoft.com/en-us/download/details.aspx?displaylang=en&id=26368

I would like to see whether this one can be fixed before considering the others.
