Windows 7 64 bit Ultimate:
I've tried all of the above to no avail ;(
My problem started when I've (my computer, joined WORKGROUP) left a domain, and Group Policies are still applied (I think).
I've also tried to fiddle with local policies, but I get a message stating that:

The parameter is incorrect.
All local security settings will be displayed, but no indication will be given as to wether or not a given security settings is defined by Group Policy.
Any local security setting modified through this User Interface may be subsequently be overridden by domain-level policies.
``
I've also backed up my registry and tried:
Delete the HKLM\Software\Policies\Microsoft Key (looks like a folder).
Delete the HKCU\Software\Policies\Microsoft Key.
Delete the HKCU\Software\Microsoft\Windows\CurrentVersion\Group Policy Objects Key.
Delete the HKCU\Software\Microsoft\Windows\CurrentVersion\Policiess Key.
But it doesn't help either (rebooted and tried again)
If anybody has some additional ideas? I'm close to reinstalling Windows, as I'm running out of options ...
