    Unfortunately, I get the following:  

    "Cannot import XYZ\fix_snip.reg: Not all data was successfully written to the registry. Some keys are open by the system or other processes, or you have insufficient privileges to perform this operation."

    I am the only user of this PC. I am the Admin.  Snipping Tool is not open. Nothing shows in Task Manager > Processes.  I am very frustrated.

    Tried everything mentioned here but nothing really worked for me.

    To be honest: This issue will never be fixed by Microsoft (for me it only occurs on a "Vista Ultimate" machine, but works fine for Windows 7 and 10 ....)

    how to do this?

    Simply save that content (Windows Registry Editor Version 5.00 .... ,02,00,00) to a .reg file and double-click it (this will doe the modification in the Registry).

    I had this same user on of the user in our environement and I have fixed by copying the Inkobj.dll file from other win7 machine to users laptop .

    Note : This can only be done while logged on to an administrator account.

    Note :If we don't take ownership even with local admin account we will get access denied message while renaming or replacing old dll file. see the below article for deep dive.

    copied and replaced "Inkobj.dll file from My laptop . Sniping tool is opening fine and same been tested on users login as well.

    No modifications done on registry
