I found this answer on a different site and after trying everything it was the only thing that worked for me. Also the easiest and quickest solution:

    >>>>>>>>>>>>>>>>

After opening a call with Microsoft on this and working for many hours, we finally have a solution, it's a registry setting that somehow is deleted after uninstalling Office.  Import this key back into the registry, log off and back on and snipping tool will be working again!

    Windows Registry Editor Version 5.00

Are you sure that the service is running?

In the run tab enter msconfig, then go to the services tab and make sure that the box for

tablet pc input service is checked and is running- here's an example of what it should look like when you open it up:

    http://support.microsoft.com/kb/324516

Also, you can double check your services to make sure it's running in there as well. I was having the same issue and discovered mine was shut off in the msconfig.

    Hope this helps someone!

That link (above) should solve your problem, it is very comprehensive, and also includes some behind the scene information in dealing with Microsoft that is interesting.

I offer this tool as a possible last ditch solution should you need it, I am confident you wont.
