i had to format my pc yesterday and i can not access my pics on my 2ndry hardrive can anyone help this is the message i get when i try to view them

I recently started have the SAME problem. Windows Photo Viewer had been working swimmingly over the last few months on the same exact images without any problems.

I suspect Microsoft updated some code somewhere that got pushed out as an update -- that's now causing the problem.

As a diagnostic, I tried right-click "Open with..." and chose Paint. The same file opened without any problems.

Thumbnails are all being generated for ALL images without problem.

Yet Windows Photo Viewer cannot view ANY of my image files. Paint has no problems.

Similarly, right-click "Open with..." and chosing Microsoft Office 2010. Image loads with no problems.

If the original poster has the same success using other programs -- then the problem is with Windows Photo Viewer -- Microsoft's not having it recognize the code permissions or something.

This is on Windows 7 Professional 64-bit. Most recent updates from Microsoft applied.

    I noticed the same with my photos on a Vista backup now Win 7 OS. I went to the parent folder and removed the check boxes with parent and child permissions in advanced settings. This prompted all sorts of warning after warning about accessibility limitations, no further access would be permitted to anyone but the owner. Select okay. Close the box. Open the folder. Dialogue states, Permission Denied. Click Continue, AS ADMINISTRATOR, sorry for caps but that's critical. Now all photos should be viewable and accessible. Hope this helps.

    I'm not sure but it may be cause, in my case, because I have Windows 7 and Windows 8.1 on  my computer with the same user name account on both

    I too have this issue. I just had my PC upgraded to Windows 7 and Office 2010, 360, reinstalled all my files from my external hard drive.

    I have three user accounts, two with Administrative and one without. Only one administrative account can access the "Public" pictures.

    I can go into a single picture and change the properties, security and permissions to access that specific photo and this works for all accounts. However I can not do this on a folder or the "Public" photo folder.
