I have tried clean boot,new user profile,virus scan.checked sound card settings,got the drivers updated from toshiba for sound card and the touch pad on the laptop. I have also tried connecting an optical mouse which didnt helped.

hi, I just had the same problem, my computer either moved the volume automaticaly all the way up or down, but never let me do the adjustments.
My computer does have a realtek audio card but that wasn't the problem. The solution for me was to uninstall the keyboard and restart the computer. The keyboard was installed automaticaly on reboot and it all worked perfectly.

We would like to get a better understanding of this issue so we can better assist not only you but other users with similar problems as well.
Uninstall realtek manager and check if the problem is resolved.
Check for any other software that is running and set to 'mute'. The slider only displays the status of the volume mixer device, and the device itself is shared between all the programs - if any of them changes the volume, others should move their sliders accordingly. If one program keeps muting the volume, setting it in another won't help.
Also check whether (if you have a laptop or a multimedia keyboard) the 'volume down' key is stuck.

I found the solution tonight for my problem with this. It's actually a bunch of problems all rolled together.
- Alt-Tab does not work. It flashes up and disappears.
- Can not Highlight any text using the mouse
- Can not Click on a task bar icon and select from list of grouped window previews
- Volume control slider keeps going down to zero by itself
I have a fancy Dell keyboard, model SK-8135, with a bunch of "media control buttons" along the top of the keyboard... including a rotary volume control knob that I never use. After rotating the volume knob a couple of clicks, the problems stop...... the volume control stops moving by itself, Alt-Tab works again, I can highlight text again, and I can select grouped windows from the task bar.
If anyone else has this problem, I recommend you examine the front of your computer and your keyboard and mouse devices for "volume up/down/mute" buttons (laptops often have these above the keyboard) as well as any additional buttons that open email or calculator or something
Go along and press each one of these keys a couple times, to "exercise" them. It is possible that one of them is stuck in the pressed or active state, and so it is sending a continuous stream of "keypresses" to your computer.
(It would be useful if there were a diagnostic tool that can report all "keypress data" being sent to the computer from any device, but I am not aware of anything like that.)

Now THAT made just too much sense.
Mine was changing volume and clicking "Mute" on and off.
I've been wracking my brain for months.
Sure enough my mousepad hangs over the keyboard a little bit and my wrist bends it down just a tad.
Correcting this has stopped it now for about ten minutes now.

Thanks to hints in the previous posts, I found the "cause" of my volume slider automatically dropping to zero. I have a gateway FX-173 portable with an attached monitor and microsoft radio mouse and keyboard. The big hint in previous posts was keyboard and mouse problems along with the volume slider problem. Indeed, I noticed that when the volume slider was doing its go-to-zero thing, the mouse action was erratic in several programs, including selecting items in Quicken pull-down windows and selecting text in Internet Explorer. So like other posters here, I started fooling around with the portable's native keyboard and touchpad, the attached keyboard and mouse, and .... I discovered that when I moved the Gateway portable's lid toward the closed position, the volume slider starting going to zero!! And, when I opened the lid, the volume slider stopped!! The lid does not have to be completely closed to start the volume slider moving. So while I don't know the root cause, I suspect it is in the power options for behavior when the lid is closed.
I doubt this fix will work for everyone, and I cannot yet point to a root cause. But adding my experience to the others in this thread, I suggest that you look closely at any add-on keyboards and mice, and the position of your laptop lids.
I'm going to poke around in Power Settings to see if I can find a lid close option choice that fixes the issue.
Meanwhile, good luck to others that have a variant of this volume slider issue that doesn't yet have a solution. This issue really deserves some serious attention by Microsoft to discover a root cause and fix it for everyone.

Thanks for the information,but this option which reads Do nothing has already been selected. We have a RealTek manager which is again related to the sound card on the computer. Shall i uninstall it or just leave that. Please reply if you find anything else on this issue.
