Thats the problem, you have bad sectors. I'm surprise the drive manufacture's test software didn't pick up the bad sectors.
What I'm hoping is that by doing full format of the hard drive the bad sectors will be remapped.
Haven't used Steve Gibson's Spinrite in many years, last time I talked to him was too long ago to remember.
The reatail version of Windows 7, is it an upgrade or the full product?
In 'Disk Mangement' do your partitions look like this"
100MB (System partition), 300GB Windows (Primary partition), 9.8GB primary partition.
