I cannot move my desktop shortcut icons around on my desktop. Think it has something to do with the auto-allign feature - how do I fix this ?

I tried the escape button and it didn't work. I was able to highlight, right click, cut, and then paste where I wanted it. Not what I want, but it works.

Interesting, I had already 'unchecked' Auto arrange icons, and even after several check, un-check, restarts and reboots I find my icons still will not move. HP updated my laptop with Windows 10 last Thursday evening and I have fought this issue since then.
Any additional thoughts?
Occurred after installation of Win 10. All icons are frozen. Have already unchecked auto align
