That started suddenly
Activating the "collection" tab on Edge produce the following error in
"This content is blocked. Contact the site owner to fix the issue."
And on mobile (Edge for Android), "collection" buttons give that error:
"It's not you, it's us
Bing isn't available right now, but everything should be back to normal very soon."
This occurs only with my profile synced to my Microsoft account. Other profiles using other account work find on both devices
I would be Ok to completely erase my synced profile (but I don't know how to do that) but *not* my Microsoft account.

Please make this a very high priority. It would have been nice to have received a notice before all of the time wasted trying to troubleshoot. Like many others, I thought it was something I had done. -- Collections helps me work efficiently -- having it go down is worse than never having it at all.
I thought I saw a reply to this about you can see your local collections when you sign out of the profile you are syncing collections with. I did this and did find I could see the collections on my pc and the links worked just not syncing. Kinda afraid my collections may get wiped out. I had an issue some months back where it was not properly syncing across devices and lost saved URLs.
When you get used to using something and rely on it and it breaks and you lose stuff, it really makes you not want to use the service\product any more. Sigh.
I have the same issue as of about 15:00 BST flushing the cache did not work neither did turning off smartscreen for edge. I did find that logging my profile out, then back in restored an older version of the collections list. However on exiting edge and starting it up again re-created the error with the message This content is blocked. Contact the site owner to fix the issue.
Just FYI. I tried on my phone and it is not working either but the message is different.
It's not you it's us. blah blah Bing is down or at least the collections part of Bing.
