Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    Bought my surface in 2013, was having issue's with it recently and it was reset to factory settings. Now I can't re-install apps from the store stating "we couldn't connect to Microsoft services right now". I'm able to log into the Microsoft website under my account but when I try on my surface it give's me the same response. Unable to add Microsoft e-mail account information as well.

    It's obvious... Apple anything are for idiots who don't know what they're doing and have heaps of money... Windows is for someone who knows what they're doing. I am a 70 year old female who had used both Apple (Apple II+, Mac) and Windows since 1979 and I have never once needed to use MS support. I dumped Apple products after my expensive Apple IIGS in 1986. You just stay in your expensive delusional world like all other Apple anything owners.

    It does appear this is a network issue. Tried downloading from the store by signing into each app individually. It says it could not be completed because my internet is too slow. This is not the case though. I ran a speed test in the browser on the RT

    device and it showed over 40Mbps. Since the original error does reference checking network problems, it seems it might be a problem with how the device is handling the connection. Even though in reality the speed is fine, the device is not recognizing it as

    so. Perhaps Microsoft should focus on updates to the WiFi in the last build that might have created the bug.

    I agree, I’ve had the same experience even though my  Internet Speed tests show a download speed of 18.38MB (upload 6.73 MB)

    Additional problems are 

    ·    I cannot switch from my local account to my Microsoft Account

    • Windows RT will no longer update automatically or manually. I do not receive any error code #. The Update app seems to go into a perpetual loop.
    • Windows Defender will no longer update automatically either. Sometimes a manual update works. Most of the time It goes into a loop as well.
    • I can browse the internet and receive email but cannot access other Microsoft services such as OneDrive
    • I have RESET my Surface RT Tablet twice with the same results as described above.
