I had just received my SP2 from the Microsoft Store two days ago and decided that I would go out and buy a Bluetooth Mouse. The mouse connected once and failed, then I realised that the Bluetooth of my Surface has stopped functioning completely and I wasn't even able to detect my phone. Therefore I decided to "Refresh" my PC and reset most of the settings back to normal.
However, during this refreshing period, Surface entered the screen below and halted all progress. I played around with it, one way of going around the problem was to "Delete all Secure Boot Keys", "Exit Setup", then it would restart to a red screen, display this page and then I select "Install Default Secure Boot Keys". After that it would reboot like normal.
The problem is that now it would constantly show this screen during boot no matter what I do. Is there a way to fix this without sending my Surface back to Microsoft?

I am sorry to hear that you get the UEFI menu every time you power on your Surface Pro 2. I can certainly see why this is confusing and bothersome, so please know I will try my best to assist and guide you in the right direction.
Whenever you need to access the UEFI menu, you must press and hold the volume-up button on your Surface. For this reason, we ask you to please verify and test that the volume-up button on your Surface is not stuck and it is indeed working properly.
You can do several things in order to try this: accessing any video site, playing music to checking if you are indeed able to control the volume properly, and also testing the volume with the Type Cover and without the Cover.

Unfortunately I had no success with resolving the issue even with the assistance from Microsoft Technical SPT. Surface PRO has been returned to Microsoft and now awaiting the new one. Hopefully same issue will not occur again?

Same issue for me. I have a surface pro 2. Immediately after the firmware update that is required for 8.1 this started happening. I have always been able to boot back just fine though.
At the UEFI screen my solution is to disable the TPM and leave it that way. In that same boot instance I also delete the secure boot keys. Then I tell it to exit and continue. It reboots back to the UEFI and I delete the keys again and then reinstall the keys. Exit saving changes and Windows comes right up.
Once I'm back into a proper boot cycle the issue does not occur again until a windows update cycle.
I decided to dig in and see what I could figure out. Reviewing my device manager reveals an unknown device with hardware id's:
ACPI\VEN_MSHW&DEV_0027
ACPI\MSHW0027
*MSHW0027
And a strong name of systemcovertelemetry. In addition the UEFI device is not started. Since both of these items were touched in the March and June firmware updates respectively I assumed some sort of driver/device/winver mismatch caused by updates out of order, etc. It got worse after I did a system restore because the firmware does not downgrade and 8.0 does not have working drivers for the updated firmware(which includes the wireless btw! Good game MS on making the system restore eat your wireless adapter) The driver for it will only install if the UEFI is started, or not present. Uninstalling the UEFI in device manager and then doing a scan for hardware changes brings it back in working order. I think when it wasn't operational Windows assumed it was just turned off and was putting the PC into that screen at boot on purpose as a security measure to annoy you into turning it on.
After completing this process my machine never hits the UEFI screen. And after the first reboot with the windows device successfully started both devices are started ans present in device manager. But immediately after getting both the cover interface and UEFI to start properly the disk controller started throwing the following warning into the system log two to three times a minute and has not stopped. The disk address varies And in the 100 or so entries I have checked it is always different. Warning Mesaage: The IO operation at logical block address 0x2fe27ca for Disk 0 (PDO name: \Device\0000002f) was retried.
I bought the Best Buy warranty on this thing so in today and hopefully they have stock.
I hope this process may work for others and they get by without disk errors. My fear is that is what caused updates to start failing, and the problem to occur in the first place.
