I havent had this issue since 4 months now. I dont know what fixed it? But lets try to eliminate some items. Do you have any bluetooth connections to a mouse?
Surface Pro 2017 touchpad mouse freezing
I've got a new Surface Pro 2017 and today the mouse pointer being driven by the touchpad has started freezing for 1-2 seconds.
All the latest updates are installed.
I've removed the mouse from device manager and then ran Scan for new Hardware.
I've removed and re-installed the lastest Surface firmware package.
But it still does it, however it only seems to happen when the device is on power. It works fine on battery.
Any ideas?
Regards,
Greg

2019-12-03T22:12:08+00:00 Further update - removed all traces of Cover drivers and filters by installation and registry hacking. Removed drivers and downloaded fresh drivers. This seemed to fix things for a while. Then it came back. I've no turned off the illumination on the keyboard
- which again seemed to fix things for a while. It has occurred since, but seems less frequent (famous last words). Profoundly irritating and inconsistent. I have not managed to find way of consitently triggering it - or preventing it. It seems to appear more in the evening but isn't light dependent (thinking it might be pickup from the screen - varying brightness?). Temperature? Differing conductivity/capacitance of the fingers?

2019-12-03T02:32:21+00:00 gregh34,
I'm with Mark.
Same issue; same resolution steps; same result. All drivers updated, or reinstalled and re-initiated.
Touchpad sticky/unresponsive -- but ONLY when it's plugged in. For now, I can workaround because the battery is so strong (it's a brand new Pro7).
Seriously.
Help.

2019-11-28T00:25:07+00:00 This is an update to my 11/10/19 post.
The random cursor freezing problem was not solved as I had hoped. Doesn't matter if I'm using the Type Cover trackpad or a Logitech mouse. Cursor randomly freezes for a few seconds before becoming available again. Since it is random it is difficult to provide an occurrence rate, but I'll say once every 5 to 15 minutes on average.
To be specific, uninstalling the "Surface Type Cover Filter Device" driver (Device Manager/Keyboards) and then rebooting the Surface causing Windows 10 to reinstall it did NOT fix the problem.

2019-11-28T00:14:56+00:00 I agree. I have the Surface Pro 7 and it does the exact same thing you described: "cursor will randomly freeze for a few seconds. This doesn't matter if I'm plugged in, or even if i'm using a mouse which leads me to believe it's got nothing to do with the keyboard touch pad"
