Quite often Windows applications are stuck (frozen) with error ERR_NETWORK_IO_SUSPENDED.
(Typically observed in Chrome, but impacts also any other application, e.g. Edge)

I had the impression I could have solved the issue after forcing a downgrade/upgrade of Windows, but the problem is there again (maybe since the last Windows update). Windows version is up to date. Already tried to reboot many times, of course. To no avail.
This issue is extremely frustrating, when you are are stuck in the middle of a sentence and have to look at your laptop during long minutes before being able to finish typing. (BTW, got stuck twice while typing the present question!)
I'm quite desparate with this. Don't even have a clue on how to investigate. Did not find anything interesting in Event Viewer.

Lenovo Yoga Book, same problem.
I guess it must be some kind of update in the past. I haven't had this problem until a year ago or so. Resetting the Tablet/Windows to factory mode didn't help for a long time.
Taskbar + Browser doesn't work after wake up. Really annoying. Can't even open .pdfs which are saved locally when this happens. It even reoccurs while using windows. Windows is literally unusable after waking up.
Will probably reset again and disable Windows update.
Me too with Lenovo Yoga C940 (Windows 10 still).
It's also becoming a lot more frequent; it used to just be once when opening the computer but now it's sometimes happening 3 or 4 times in a row.
When I get the network error it also stops the start menu or search bar from opening, as well as other applications from being opened from the taskbar. Some still open okay however, and I'm not sure why.
Some examples of apps which still work (cause I happened to open them the last time it froze before opening this): ExpressVPN, Anki, Eclipse
I wonder if which applications won't open will help figure it out somehow.
I am having the same issue on my Lenovo Thinkpad X1 Extreme Gen 3 (Windows 11).
For me, the problem consistently happens when coming back from the computer sleeping.
I will get the error message in Chrome:
"Your connection was interrupted. Your computer went to sleep. err_network_io_suspended."
What is interesting is that immediately after opening the computer from sleeping, the internet will work fine for about 30 seconds or so, but then the internet will stop working and I will get the above error message. The problem resolves itself in after some time (anywhere between 1 minute and 10 minutes). The internet will start working again and Chrome pages will start loading like normal.
Very frustrating! Any ideas on what is going on here?
I do have an Asus laptop and that's where it's happening. But it started ith me months ago after a Windows update I assume.
I have a similar issue with my Surface Studio 2 (Insider Win 11) when using hibernate or sleep my ethernet connection becomes very slow (50mibps from usual 380mibps), I have found changeing the ethernet port on my router/modem to another ethernet port (resetting my dhcp ip) solves the issue. This has been an intermittent issue since last year.
