I have the same problem as many other Microsoft users (summarized below)

What is Microsoft's solution to resolve the Surface Pro 4 flickering screen?

ISSUE

Due to the pandemic, I now need to work remotely and use this Surface for 8 or more hours each day.  The first full day was a surprise when my screen started flickering.  I see that Microsoft knew about this issue and arranged to extend the warranty to 3 years.  Unfortunately, my Surface Pro 4 is just past the 3 years.  I feel that since my Surface was registered when I bought it that Microsoft should have notified me that my Surface was in the batch of known hardware defects.  Had I known about this issue, I would have taken care of this issue immediately.  Instead, I was left to discover this on my own over time.  Now, Microsoft support has offered to replace my Surface with a used certified Surface for an additional $599.99 with only a 90 day warranty.  I don't really want to spend an additional $599.99 but I will if I have to so I can continue to get some work done.  I have 2 issues with this, one is that Microsoft had my contact information from my registered device and never contacted me to say I had this known hardware issue and second is that after I spend $599.99 I will get a used device with only a 90 warranty. 

1) What is Microsoft's resolution to this?

2) How do we implement the solution during the COVID-19 crisis?

    I had the same flickering or vibrating screen starting three days ago. Following online advice, I entered Safe mode and removed the device driver. Machine would not reboot, stuck in Microsoft account screen showing my picture and name. Below name was message, something happened, etc., and I needed to reset PIN. But, wouldn't reset. Tried every option to fix by holding Shift while restarting. Note: SCREEN WAS NOT FLICKERING IN SAFE MODE. Called Microsoft support who finally suggested complete download of operating system wiping my data. I was able to recover most from One Drive and linked desktop. Still FLICKERING. My question to some smart person: Why wasn't my Surface Pro 4 flckering in Safe mode?

    I'm here with the same issue. Outside of the three year offer of replacement. Absolutely disgusting customer service that literally hung up on me today because they couldn't respond to the fact that they are breaking consumer law in Australia. You cannot acknowledge the fact that there is an issue and simultaneously only offer to fix it if it happens within a certain period of time.

    They made a faulty product.

    They sold a faulty product.

    They are responsible for fixing their mistake.

    If I do not get a suitable response from them tomorrow I will be returning it to the retailer and requesting a full refund and they can deal Microsoft.

    All they had to do was contact and recall the effected computers and then their customers would not be stuck in the middle of a hard lockdown in a pandemic and not able to work. We could have made arrangements and had the issue repaired when it was convenient.

    If it was a mac I could just walk into an Apple store and get it sorted. But no, not microsoft, we're gonna make you jump through hoops just to get on a call with us, then tell you we don't care, you're screwed and hang up on you.

    Ridiculous.

    We're having a similar problem on the Surface Pro 7. The screen goes black briefly and then comes back alive.

    Obviously they are always very sorry for the problems we face, but indeed NOT AT ALL when you see what they are ready to for us - NOTHING

    I received the email asking me to send a lot of screenshots showing the version of my SP4 and screen issues

    the email comes back to me with error message cant be delivered

    I am also asked to download the Surface Diqgnostic Tool and guess what.... it does not work (error message) even in the Microsoft Store

    LOOKS LIKE MICROSOFT ITSELF IS A BIG JOKE IN FACT
