I had an issue this morning where Surface couldn't find any wifi networks (when 5 were in the area) and it was connected the previous night. I solved this issue by searching windows rt for Network. Open Network Connections, find the wifi device and then disable this connection. After a minute - I re-enabled the connection and then it started to work.
Just wanted to share my experience if anyone runs into the same issue. Thanks!

Thank you for your continued interest, feedback and assistance in investigating the Limited WiFi issue on the Surface.
Not all limited connectivity scenarios have solutions that can be controlled by the Wi-Fi drivers of a given device. Limited connectivity scenarios result from a complex interaction of device Wi-Fi drivers, access point firmware, access point configuration, and other environmental factors.
If following the steps in the provided links below fail to resolve your Wi-Fi issue I encourage you to create a new thread.
You will most likely have to do a REFRESH. Most of us has had to do that. For some reason or another the driver gets corrupted. You may also do a trick that most others have done as well as long as you don't have the 8.1 Preview of Windows 8 RT installed.
That trick is to open the Control Panel and go do Device Manager. Look for the Marvel WiFi adapter and "Uninstall" the driver but "DO NOT DELETE IT". When finished, reboot the tablet and it should connect.
Try that trick first and if it doesn't work, then do a REFRESH.

Sorry to hear you are having problems connecting to WiFi.
You should be able to connect to WiFi. Are you getting any errors when trying to connect? Are you able to see the networks and not connect to them?

That is a pretty good listing you have there. Looks like you have at least three businesses around you that have public WiFi. Those extra feeds around you will not interfere with yours. Yours is locked in with an IP address that it gets from the router. Your WEP security will keep others from connecting on yours as well.
What got you connected is a boost in the power of the signal by going 5GHz. Stick with that, by the way.
However, it is the computer's job to connect with the router. Not the other way around. I have four surrounding connections around me but they have never caused an issue. My tablet, when operating, is usually within five feet of the router and it is an older G model. I have a total of eleven computers and six of them have WiFi. Only the RT has a problem connecting. There is nothing wrong with the router and it is 2.4GHz. It will be the same with the other users out there as well with an exception of a broken router or two. At times there are firmware updates to routers (mine has none) but the companies that make the routers do caution to only install them if you need to. If you have several computers you rely on that can connect with no problem but the tablet does have a problem, the tablet is "voted off the island". You do not change the firmware or you could lose connection with your primary computers.
You did a great job with the log file listing but most likely Microsoft is not going to pay attention to it. Stick with your Netgear router. Those are good ones.
Myself, about a month ago, I had mentioned that the fixes for these computers have to be in before the end of the month or I was going to park mine. I just got done pulling out the box for it and looks like there will be no real fix for these machines. Mine is going back into its box and put it in a closet. I am going to do that tonight. Personally, I am tired of playing with mine to get it to connect on a regular basis.
