Plugged in, not charging and if I unplug that AC adapter, it turns off
I have a Surface Pro that is a little over 2 years old. About two weeks ago, the battery now reports "Plugged in, not charging" and seems stuck at 60%. I say seemed because if I unplug that AC adapter, it dies instantly. It also will die periodically while on the charger. I have two Microsoft AC adapters and neither of them seem to charge my device.
I've tried all the Microsoft suggestions for this state, but none of them made any difference. Is there a way to diagnose if this is a hardware problem, or is this a new artifact from the latest updates? (My device reports it is up to date.) I never had any battery issues before (lucky, I suppose), and I've treated my surface pretty carefully. I'll be more than disappointed if it's crapped out already.
I'll attach a battery report, but I don't think it tells me anything in particular.

Trying to keep issues separate. It sounds like YOU have an issue where total capacity has diminished more than expected, but not critical (yet) like SIMPLO.

Mine have degraded approx. 32% in about 2 years. Still have some charge left so when i unplug the charger it last for about 2 hours. I used to get a LOOT the plugged in-not charging, charging, plugged in not charging, charging....etc. it was like someone was turning the switch "on" and "off" multiple times. That happened when it was connected to the docking station. I re-installed the battery driver, but also add the registry key shown on the Simplo degradation thread.
I configure the "maximum processor state" On battery 20%, Plugged in 60% and that seems to get rid of the plugged in not charging, charging, plugged in not charging loop.
I was wondering if that on/off loop scenario affected the battery degrading it to 32%.

2016-08-31T15:41:03+00:00 My one started shutting off immediately the power cord was removed 7 months ago
on the battery icon in Feb it was 97% plugged in not charging
and the % went down gradually since then
when I click the battery icon now it is 0% and not charging
the battery icons "plugged in not charging " has been dropped since it hit 0%
to be replaced by 0% not charging
