Surface Book 2 Screen Flashes Black when inking in UWP Apps

Hey all,

Recently (post 1903 update), my Surface Book 2 screen started flashing black every time I touch my Surface Pen to the screen to ink something. It works just fine if I'm using the Pen as a cursor (IE moving/closing windows, etc all work just fine) and if I'm using the pen to ink in a Win32 app. What I've tested in so far:

  • OneNote UWP -- flashes when inking
  • MS Whiteboard -- flashes when inking
  • MS Sticky Notes -- flashes when inking
  • OneNote 2016 -- works just fine

I've run the Surface Diagnostic Toolkit, re-installed the Intel UHD drivers, installed the latest Surface Firmware, and run Windows Update, all to no avail. I'm running W10 1903 Build 18362.175 on a 13in Surface Book 2 i7-8650U.

Has anyone run into this issue before, or have any thoughts on what I should try next? I haven't tried a different pen since I only have the one, but that was my next thought.

    I managed to fix it by rolling back to the microsoft device drivers. But the performance is TRASH. I have a Dell Latitiude 5290, but maybe it works for others. 

    Go to device manager > Display Adaptors > Intel 620

    Then right click on Intel 620 > select update driver > Browse from my computer >Let me pick from a list of available drivers on my computer. 

    Then you should see "Microsoft Basic Display Driver" at the bottom. Select that and install. 

    I don't get the flickering anymore, but I'm hoping intel fix their drivers soon!!!

    I fixed this in my environment.  Traced it back to a MSFT security baseline GPO

    Computer | Windows Settings | Security Settings | Local Policies | User Rights Assignment |  Increase Scheduling Properties.  

    Turned out we still had 1803 baselines applied.  Updated them to 1903 and noticed the settings for this was cleared. 

    Eg 1803 had BUILTIN\Administrators set

    1903 policies did not use this setting.

    Hey, I have the same tablet, rolling back to the "Microsoft Basic Display Drivers" instead of Intel's fixed it for me.

    I have a surface i7 laptop with the same issue. Anywhere pressure sensitivity is available when I touch the tip of the pen to the screen it flashes black for a split second. It does this with every touch, so inking is completely useless to me until this is fixed.

    I have the same problem here on my Surface Pro 6, i5, 8gb RAM.

    It only happens in Onenote when using the pencil tool. For me the problem started after the dark mode update.

    It works fine for a while, but then all of a sudden Onenote freezes for a short second and afterwards the screen flicker every time i touch the screen with the pen(with pencil tool selected).

    The other tools, like marker and pen, still work fine.

    Tested in other apps aswell, with no problems.
