Can confirm lastest update (prerelease) indeed fixed this issue (at least for now) for me.
Surface Pro 4 type cover suddenly not working.
I don't know what happened. I turned my Surface Pro 4 on the other day and the type cover is dead. No lights. No response. No indication that it's working at all. I rarely take my surface anywhere.
This started on July 9th 2018. My system information is below. I've gone through all of the steps in the "Troubleshoot your Surface Type Cover or keyboard" page. I've tried to manually download and install the latest firmware and drivers from the "Download firmware and drivers for surface" page. I picked SurfacePro4_Win10_16299_1801701_1.msi. My device manager does not show the "Surface Touch Cover Filter Device" under keyboards or anywhere. It only shows the HID keyboard and cannot detect my type cover. The type cover is completely unresponsive. Also, my windows updates are completely up to date. I've provided the links to the troubleshooting pages I used below.

These week I updated the SP4 with the updates provided by MS through the regular Windows Update app on the device.
These were a few [firmware]updates.
Everything is working again!!

2019-07-06T05:38:18+00:00 Hi everyone, I have had the same issue since February of 2018. I have multiple Surface Pro products. I have a Surface Pro 3 and 4. The 4's keyboard flap just stopped working after an update. So I decided to hook up my Surface Pro 3 Keyboards just to see if that would work it did. I hooked up the Surface Pro 4 keyboard to the 3 and it works perfectly as well. So I contacted Microsoft Support about this and they told me to completely reset it, and to install the OS from a flash drive, that didn't work. They told me to do that again, and it still didn't work, to be frank the only keyboard that continues to work on my Surface Pro 4 is the 3 Keyboard Flap. Now today they tell me to completely reset my computer again, and then install the OS version 1903 which is already on the Surface Pro 4. I just finished resetting the computer and loading the OS onto the Surface Pro 4, and the Surface Pro 4 Keyboard flap still doesn't work. It honestly feels like they're giving me the runaround here.
