I had higher ambient temperatures the other day since the sun was out which caused the laptop to throttle down to 0.4ghz again. Has anyone managed to refund their SB2 outside the usual window?

I've recently purchased a 15" Surface Book 2.
When compiling large projects in Visual Studio 2017, I find that the processor often throttles excessively, often down to 0.4 GHz. As a result, compilation takes several times longer than it does on my 5 year old MacBook Pro.
The Core Temp app shows that the CPU at this point is at 50-55 degrees Celcius or so.
The following question touched upon this problem, but the proposed solution did not work for me:
Any ideas on how to fix this?

This is my experience:
- raised the issue with MS in May-2018
- some email exchange, they tried to debug the issue by connecting to my laptop remotly, i sent images of Intel Extreme Tuning graphs depicting the throtling, uploaded 2 videos showing how it works with and without the fan behind the machine, ran Open Data Collector diagnostics, installed various drivers, switched to Windows Insider to get the latest drivers etc.....
- MS techrep ACKNOWLEDGED the issue in Aug-2018 with: "we have identified the cause of the issue with your help, with the help of another customer (as we have one more case with identical situation as yours) and as well with the help of some reproduction from our side."
- last i heard of them was in Sep-2018 and now nobody responds to my emails....
In a telephone conversation i was told specifically that THE BUSINESS IMPACT OF THIS ISSUE IS LOW so, without a doubt, it has very little priority..
My personal opinion is that it will never get fixed for existing machines but the next versions probably wont have this issue.

2019-01-29T23:03:25+00:00 Anyone reading this and considering buying a Surface Book laptop: Do not buy a Surface laptop.
I have now spent 6 months trying to get Microsoft Support to accept that it's a hardware failure, but with no success.
I cannot even exchange my device to a different laptop due to their strict policies.
And I cannot use the device for work purposes due to this hardware issue (and a different microphone hardware issue on top of this - that's a whole other story...).
Ultimately, I'm literally now throwing out a laptop I paid 3000 USD for, to switch to a different brand. Used to be a big fan of Surface laptops/hardware (I was very happy with my SB1), but this experience with the Surface Book 2 and the resulting bad customer service ruined it all.

It doesn't look like it, and I'm beginning to abandon hope that Microsoft's engineering team responsible isn't allowed or able to fix this due to some red tape within the company I presume.
