Im as POd as you are. Im an artist and drawing on my SP3 is very difficult because of this... Thing... Ive been bugging Surfa e Support almost every week since i noticed this issue over a year ago, hoping the sheer mass of my open cases woukd draw attention to this.
Surface Pro 3 Wavy diagonal lines when inking
I've noticed a problem with my surface pro 3 that I have not been able to work around. When I draw a slow diagonal line, it comes out very wavy and jagged. If I quickly draw a diagonal, it seems ok. Has anyone else seen this, is there a fix for it? seems to happen in every application, so it strikes me as potential hardware.

If you want a working pen return your machine and buy a surface1, surface2 or wacom companion.

If you want to actually tell MS you can contact their Surface Support, they'll tell you they'll pass it along to the engineers.
