what is windows shell experience and why do i get a window telling me to ask for permission to use it

When I log in, a window opens on my desktop with "Microsoft family features" in the heading, telling me to ask for permission to use "Windows Shell Experience". My account is the adult account in my family and there should not be any Microsoft family restrictions on my account. Why am I getting this window?

    Only works for a while, it pops up again after the 3rd boot

    I did this exactly as prescribed per link, yet immidiately got the same notice to ask for permission to use "Windows Shell Experience" when I logged on under my child's account

    Same problem here. Can;t download security update. Pleace make some serious effort to solve this problem. I allready sent you some emails, but you are not solving it adequatly!
