    A Windows license purchase is usually not refundable and is not transferable, you would not find the refund option on the account used to purchase the Windows licence.

    This forum is just a user to user forum, no-one here has any account access, you will need to contact Microsoft support directly, they may be able to refund the purchase or move the licence for you to your account.

    Log into https://support.microsoft.com/contactus

    Type Billing and press Enter.

    Scroll to the bottom of the page and click 'Contact support'.

    Select Windows.

    Select the option to chat with a Microsoft agent to try to contact their support.
