NEED TO EXPAND CLOUD STORAGE... paid for it twice last week.

Need help with cloud storage. I have tried to buy more, (and paid for it) but it doesn't seem to be completed. Thus, (I think) I have no room to create a Recycle Bin and CANNOT delete selected files. HELP! (The cloud recycle bin is EMPTY).
