Recover an old hotmail account

I'm trying to sign into an old account that's still active, but I forgot the password and it send the verification to a phone number that I haven't had in 25 years. I've forgotten the answer to the security question, too. I would like to get this account back because people are still sending emails to that account. What do I have to do to recover this account with my new phone number?
