Since the recovery form itself is being blocked, please start with the Microsoft Sign-in Helper. Enter the affected email address and follow the recovery option provided for that specific account.

- Did this message appear while using the Sign-in Helper, the account recovery form, or while signing in directly to Outlook.com?
- Do you still have access to any phone number, alternate email address, or Microsoft Authenticator method connected to the account?
If a verification option appears during sign-in, complete it using a security method you still recognize. If the Sign-in Helper cannot provide a usable recovery option, you can contact Microsoft Support using another accessible Microsoft account and explain that the recovery process is being blocked due to unusual activity. If the automated Support Assistant appears, type: I need to speak with a live support agent about the available recovery options. Then select Contact Support or Chat with a support agent if that option is offered.
