Artifact Signing individual validation: Address matching failed despite matching displayed address

I am setting up Azure Artifact Signing Public Trust as an individual in the United States. After presenting an AU10TIX Verified ID, Microsoft's verification page reports "Address matching failed," and the Azure identity-validation request shows Failed.

I corrected the sold-to ZIP+4 formatting by removing its hyphen and replaced the original request, following the Artifact Signing FAQ. The corrected postal code is present in the replacement request, but verification fails with the same error. The displayed street/apartment, city, state, and postal-code fields appear to match the Verified ID. I have not yet confirmed whether the presented credential was newly issued after the request was replaced.

How can I have Microsoft investigate the address comparison for the current request before another reset? Is there a private support route for this identity-validation failure when the subscription has Basic support?
