Availability of Artifact Signing in the UK

We've read, for example here, that the Artifact Signing service is generally available. We are working through getting this set up by following the instructions on this page and have created an artifact signing account. When we click through to Identity validation, a banner at the top of the page reads "The Microsoft terms of use for artifact signing have been updated. Review and accept the latest terms of use.". When we click the link, those terms appear as follows:

Last Updated: May 4, 2026 ... Section 11. Preview Services. As of the “Last Updated” date referenced above, the Services are a Preview version and may not work correctly or in the manner that a commercial version of the Services may function. Certain features may be missing or disabled. Microsoft may update the Services, which may result in any code or functionality that implements or has a technical dependency on the Services becoming non-functional. Because the Services are a Preview, Microsoft makes no representations, warranties, or guarantees whatsoever with regard to the Services or their functionality.

Our reading of this is that the service remains in preview, which is in contradiction to what we've read. Which is correct?
