Since you already purchased the upgrade, use generic key VK7JG-NPHTM-C97JM-9MPGT-3V66T to instantly switch to Pro edition.

The duplicate billing issue, reach out to Microsoft Support to get the refund. Refer Microsoft sales section here:

    Hi, good day!

    To help narrow this down

Check your activation status: Go to Settings > System > Activation and confirm whether Windows 11 Pro is activated or still shows Windows 11 Home.

Check your purchase history: Sign in to your Microsoft account at account.microsoft.com/services  and review your orders and payment history.

Please try to temporarily disconnect from the Internet

Press Windows key+I to open Settings

Select System > Activation > Change product key > Change

Enter the generic product key below:

    VK7JG-NPHTM-C97JM-9MPGT-3V66T

    When prompted, Click Activate Product

Make sure to sign in to the Microsoft account you used to purchase the Pro upgrade.

I look forward to your update and am willing to collaborate with you until we resolve the issue. Keep me posted by clicking "Add comment" below.
