My account recover gets send in a loop.

So I have 2 outlook accounts.
Both of these accounts got the "You need to log into your hotmail account." notif at the same time.
Now both of my accounts are blocked and I need to fill in a code that gets send to the other account.
This continues in a loop.
I have a subscription to the gamepass so I can prove that the account is mine.
anyone has any idea how to resolve this.
