New business tenant ends in billing account type "individual"

I created a completely new Microsoft 365 Business tenant for my registered German sole proprietorship, using a new work account and email address.

While signed in with this new organizational account, I completed a new Azure signup, explicitly selected organization/business use, supplied the legal business information, and created a new Azure subscription and billing account.

I confirmed through Azure CLI that the active account and subscription are the newly created ones. However, the following request still returns Individual:

Result:

Individual

This prevents me from completing Public Trust Organization Identity Validation for Azure Artifact Signing. According to the Artifact Signing prerequisites, an Individual billing account cannot validate an organization. Individual Developer validation is also unavailable to developers located in Germany.

This is not an old subscription or personal tenant:

New Microsoft 365 Business tenant

New internal work account

New email address

New Azure signup

Organization/business explicitly selected

New Azure billing account and subscription

Registered German sole proprietorship with business registration, VAT ID, and business-owned domain

How can a German sole proprietor obtain an Azure billing account classified as Organization/Enterprise? Can Microsoft correct the billing account classification, or provide the supported onboarding process for an organization-owned Microsoft Customer Agreement?

I can provide the tenant ID, subscription ID, billing account details, and business documents privately to authorized Microsoft staff.

    According to the current Quickstart: Set up Artifact Signing documentation, the Azure billing account type requirement applies only to Individual identity validation. For Organization identity validation, an Azure billing account with Account Type = Organization is not listed as a prerequisite.

    Based on the published guidance, a result of: properties.billingAccountType = Individual does not by itself appear to prevent completion of Organization identity validation. The organization validation workflow is documented as using the organization's legal details and business identifiers, without requiring an Azure billing account whose type is Organization.

    If the Organization validation workflow is presenting a message that the Individual billing account classification is blocking validation, that would not appear to align with the current documentation and may require further review.

    For security and privacy reasons, tenant IDs, subscription IDs, billing account details, and business documents should not be posted publicly. Those details can be shared through an official support channel if further investigation is required.

    If available, please share the exact error message or a screenshot from the Organization validation process (please hide personal information). That information may help identify whether the message is related to billing account classification or another validation requirement.
