The card cannot be removed while it is still assigned to the “Windows and Windows Phone Annual Developer Registration” subscription. You must first replace the card, stop the subscription’s recurring billing, or clear any outstanding balance.
Here are some suggestions you can try:
Sign in to Services & subscriptions using the same Microsoft account used for the developer registration.
Find the developer subscription, select Manage, and choose Change how you pay. Add another payment method and assign it to the subscription.
If you no longer need the registration, turn off recurring billing or cancel it instead. Also check whether any payment is past due and select Pay now if shown.
After the card is no longer linked, open https://account.microsoft.com/billing/payments, select the card, and choose Remove.
If the old developer subscription does not provide Manage or Change how you pay, contact Microsoft Support, choose Account and billing, and ask the billing team to detach the legacy developer registration from the card.
