Subscription not eligible for 10DLC Brand and Campaign registration - axp-communication-prod

Attempting to register a Brand for 10DLC SMS on Azure Communication Services resource axp-communication-prod (subscription AXP AI Consulting, ab3e6d2b-06ed-43f4-a2d1-964da5c9c887) in the Portal's Regulatory Documents wizard. I get "Your subscription is not eligible for Brand and Campaign registration" on the Application Type tab, before any fields can be entered.

I've confirmed the subscription already meets published eligibility criteria: billing agreement type is Microsoft Customer Agreement, billing location is United States - both listed as eligible in the Phone Number Management for United States doc. Could you review and enable the 10DLC registration capability flag on this subscription?
