If the Surface is stuck on the Microsoft/Surface logo after already trying the recommended repair steps, the supported next steps are:

    1. Force a shut down and restart again: press and hold the power button until the Surface shuts down and restarts and the Windows logo screen appears again, about 20 seconds, then release the power button.
    2. If Windows still does not start, reset the Surface by using a USB recovery drive:
      • Shut down the Surface.
      • Insert the USB recovery drive into the USB port.
      • Press and hold the volume-down button while pressing and releasing the power button.
      • When the Surface logo appears, release the volume-down button.
    3. If a bootable USB is being used, disconnect any other USB devices first. Surface may try to boot from other connected USB devices.
    4. If the device still will not start after the USB recovery method, the next step is service or repair. Available options include:
      • Self-repair if technically experienced and equipped for it.
      • Send to Microsoft by creating a service order.
      • In-person support through an Authorized Service Provider where available.

If the Surface does not turn on at all, it needs to be sent to Microsoft for repair or replacement.

    Shut the Surface down.

    Hold Volume Up.

    Press and release Power.

Keep holding Volume Up until Surface UEFI appears.

Check whether Internal Storage/Windows Boot Manager is detected.

If UEFI sees the internal storage but Windows won't boot, the problem may be with the Windows boot environment. If the internal storage is not detected, that points more strongly toward an SSD/storage or motherboard-level hardware problem.

You can also try booting a known-good Surface USB recovery drive using Volume Down + Power; Microsoft documents this procedure.
