It seems my secondary email was hacked, and it hasn't even been 30 days. I would appreciate your help

Did you have Two Step Verification enabled for the account? If not, do it if you recover this account or when you create a new one.

For the hacked account: Start with any suggestions from the Account Sign-In Helper

In a Private/Incognito browser session, open: https://aka.ms/sign-in-helper
Scroll down to "Choose how you normally sign in, then enter your details"
Click "With an email address"
Enter your email address and click [OK]

If the deleted Outlook.com email has been gone for less than 30 days, use this recovery path:

In Outlook.com or Outlook on the web, open the Deleted Items folder.
Look for the missing message and select Restore.
If it is not there, in Deleted Items select Recover items deleted from this folder.
Select the message and choose Restore.

Also check Junk Email:

Open Junk Email.
Select the message.
Choose Report > Not junk.

Important limits:

Email is automatically deleted from Deleted Items after 30 days.
Items removed from Deleted Items are recoverable for 30 days.
Junk email is retained for 30 days before automatic deletion.
Messages removed from Deleted Items cannot be recovered in Outlook for iOS, Outlook for Android, or a mobile browser; use a computer.

Because unusual activity was involved, also secure the account:

Check recent sign-in activity at https:⁠//account.live.com/activity.
Add security info such as an alternate email address and mobile phone number.
If the account is blocked because of unusual sign-in activity, use Sign-in Helper.
If access cannot be restored, use the support options in the Microsoft account recovery guidance.

If the messages do not appear in Deleted Items, Recover items deleted from this folder, or Junk Email, the context only supports that they may have been permanently removed.
