Regarding your concern, you can increase the license quantity through the Microsoft 365 admin center:

• Sign in to the Microsoft 365 admin center using the account that purchased or manages the subscription.
• Go to Billing > Your products > select the subscription you want to expand.
• Choose "Buy licenses" or "Add more licenses" > increase the total quantity by 2 > review the charges and complete the purchase.
• After purchasing, go to Users > Active users, select each user, and assign the new license under Licenses and apps.

If the purchase option is missing, it is usually due to your administrator role, billing account permissions, or the subscription being managed by a reseller:

• For many subscriptions, you need to be a Billing Administrator to perform the above steps
• For subscriptions under a Microsoft Customer Agreement, you need to be a Billing account owner/contributor or Billing profile owner/contributor.
• If the subscription was purchased through a Cloud Solution Provider, telecom company, IT provider, or Microsoft sales representative, the license quantity needs to be increased through that provider.

Therefore, if you cannot perform these steps yourself, please contact your administrator who has appropriate billing privilege or your reseller if you bought the subscription from them.
