Based on your description, this appears to be related to a Microsoft business subscription billing invoice. Billing information, payment methods, and subscription management can only be accessed and modified by a Global Administrator or Billing Administrator for the tenant.

- Are you the administrator of the subscription, or is there another administrator in your organization?
