User should not register the application without Admin Consent

To prevent users from registering or creating new applications in Microsoft Entra ID, you can follow the steps below:

1/ Prevent users from creating new applications

1. Sign in to the Microsoft Entra admin center
2. Navigate to Users > User settings.
3. Make sure the Users can register applications is set to No (it will be enabled)

2/ Prevent users from granting consent to applications

1. Sign in to the Microsoft Entra admin center
2. Go to Enterprise applications > Consent and permissions > User consent settings.
3. Depending on your organization's requirements, you can change to Do not allow user consent.

With this setting enabled, users will not be able to grant permissions to applications on their own, and administrator approval will be required.
