Yes, it used to. But that stopped years ago. There are more than a billion users of Microsoft software and services (and its Surface laptops) all over the world. There's no chance that Microsoft could handle even a tiny fraction of that many calls.
Microsoft does hire a limited number of outside contractors to speak with customers, but their number is limited so it's not easy to reach them. And since they're not Microsoft employees, Microsoft isn't responsible for what they tell you or what they do to your computer.
On the other hand, there are who knows how many thousands of community forums - like Microsoft Q&A - plus websites, blogs, the internet, artificial intelligence (my personal favorite is ChatGPT, until it destroys the world), courses, teachers and knowledgeable family and friends. For those of us who need more help, there are professional technicians for hire.
