Power Apps Premium Licensing and Usage

I recently was looking into sharing an app I had made using Power Apps and Dataverse. However, when I attempted to share the app with other team members, I ran into an issue of licensing due to my back end using Dataverse to store information. When I looked into what would be necessary to run the app it stated a Premium License which I currently do not have. I have Power Apps for Office 365.

The description given with the purchasing of premium states this:

'What is Power Apps Premium?

A low-code application platform to:

  • Clear your app backlog fast
  • Extend expensive 3rd party systems
  • Infuse AI into existing processes
  • Extend your solutions to external customers'

The last bullet makes me believe that users should be able to use the app without a premium subscription as long as the creator has a premium subscription. Is this the case or not? If so, does Dataverse need to be entirely removed in order to make the app free and not require premium licensing for users?

The description “Extend your solutions to external customers” refers to the platform’s ability to support solutions for external audiences. However, it does not mean that a Power Apps Premium license assigned to the app creator automatically covers everyone who uses the app.

When an app uses Microsoft Dataverse or another premium capability, each user who runs the app must have an appropriate licensing entitlement. Sharing the app with a user grants them access to it, but it does not provide the required premium license.

If you would like your team members to use the app with only the Power Apps rights included in Microsoft 365, you would generally need to replace Dataverse with a supported standard data source, such as Microsoft Lists or SharePoint Lists. You should also check whether the app uses any other premium connectors, custom connectors, or premium flows.
