The repeated photo or camera request usually means the sign-in is defaulting to the phone-based QR method, rather than remembering another available sign-in method.
Here are some suggestions you can try:
At the sign-in screen, select Sign-in options or Other ways to sign in. Choose your password, an email or text code, or Microsoft Authenticator approval if one of those methods is available.
When creating the passkey, select Change, Save another way, Use another device, or More options. You can save it in a supported password manager or on a physical FIDO2 security key instead of using the phone’s camera or Photos app.
If the browser keeps automatically offering the same passkey setup, temporarily try another supported browser or an InPrivate window. This can help determine whether a saved browser choice is causing the loop.
For a work or school account, contact the organization’s IT administrator and ask whether another authentication method or a Temporary Access Pass can be issued. A Temporary Access Pass is a time-limited code intended to help users recover access and register a new passwordless method.
Avoid repeatedly resetting the passkey, since that may only restart the same QR-based setup.
