Just to gently clarify before going any further, this forum is separate from Microsoft Support. I don’t have the ability to access or investigate individual accounts because this is a user‑to‑user support forum.
Based on the screenshot, Microsoft is currently reviewing the billing account before allowing new purchases or subscription changes. During this review, existing services remain active, but adding or removing licenses is temporarily restricted.
I recommend waiting until the review is completed, then following these steps:
Sign in to the Microsoft 365 admin center.
Go to Billing > Your products.
Select the affected subscription.
Choose More actions > Buy licenses.
Once the review is completed, the option to purchase licenses should be available again.
If the subscription was purchased through a partner or reseller, please contact that provider directly, as additional licenses must be purchased through the same channel.
Should you remain unable to purchase licenses after two days, please contact Microsoft Support through the Microsoft 365 admin center > Support > Help & Support. The Billing support team can investigate the billing account, review the purchase restriction and provide further guidance based on the subscription details and account status.
