Can you confirm whether you are the only admin in the tenant and have lost access due to Error Code 399287?
If so, I would recommend contacting Microsoft Support by phone so the frontline support team can create a support case and route it to the Data Protection Team (DPT). You can find the correct phone number for your region here: Contact Microsoft customer support

During the phone call, you will need to provide the information associated with your subscription, such as your company name, billing details, phone number, and an alternate email address, etc. This information allows the Data Protection team to verify your identity and securely assist you in regaining access to your administrator account.
Once access has been restored, you may want to consider registering the Microsoft Authenticator app as an MFA method or using a different phone number if appropriate. This can sometimes help avoid similar verification issues in the future.
